Spearow packs the attack of Pidgeotto, and is just one point slower, yet everywhere else it is weaker, stat wise. Ability wise it carries keen eye (no accuracy drops) and sniper (improves the power of critical hits), so neither is bad, but again, nothing too 'wow'...

Looking at the movepool (up to level 20 where it evolves, yet they go on to level 37), and you get peck (physical STAB flying) and growl and lear to drop opposition stats. You can also pick up pursuit, fury attack (not really worth it) and aerial ace, which is a decent flying option (no chance of missing, STAB bonus and decent power).
With dreadful special attack you'll want to rely on the physical TMs or HMs, with frustration and return as standard decent options, facade (power boost with status afflictions and STAB), thief, false swipe (40 base, and doesn't KO the foe, so decent for catching), steel wing, U-turn, and then, of course, FLY.
From breeding, you get access to astonish (ghost-type), feint attack and sky attack, as well as priority with quick attack, so take your pick. As far as tutoring goes, you could take drill run and maybe tailwind as decent support.
Pushing up to level 20 and you'll evolve to Fearow, again a touch frailer than the corresponding Pidgeot, one point slower, yet hits harder physically. Fearow may well be a better choice than Pidgeot as a physically threat, yet cannot really damage from special (which is why I've ignored special moves), and doesn't get near Mega Pidgeot in terms of utility thanks to its huge speed and special attack.

Keeping the same normal/flying typing and the same indifferent abilities, as well as a very similar moveset (yes, you'll be further along in levels). You'll now reasonably be looking at moves like drill peck, assurance and roost through level up, as well as agility for a speed boost. Roost can do a good job healing, but will temporarily remove your flying-type for the turn while giving you 50% of your health back.
Realistically, there's nothing great about Fearow: it hits quite hard, fairly fast and could do a job in lower tiers, as well as your flier in the game, but remember that with low HP, low defence and low special defence, you won't really survive anything too powerful, and with only 61 special attack, you'll be attack focused.
